IHPA releases National Efficient Price and National Efficient Cost Determinations for 2022–23

The Independent Hospital Pricing Authority (IHPA) today released the National Efficient Price and National Efficient Cost Determinations for 2022–23. The Determinations play a crucial role in the calculation of the Commonwealth funding contribution to Australian public hospital services, and offer a benchmark for the efficient cost of providing those services as outlined in the National Health Reform Agreement. The Determinations rely on activity and cost data from the 2019–20 financial year.

The National Hospital Cost Data Collection (NHCDC) is the primary data collection that the Independent Health and Aged Care Pricing Authority (IHACPA) relies on to calculate the national efficient price used for the funding of public hospital services. To ensure that the quality of NHCDC data is robust and fit for purpose, IHACPA commissions an independent financial review (IFR) to assess whether all participating hospitals have included appropriate costs and patient activity. The IFR Report 2019-20 provides an overall summary and findings by jurisdiction and for each participating site. It also outlines recommendations for IHACPA and the jurisdictions to consider in future rounds of the IFR, with the aim of improving the consistency and transparency of NHCDC submissions.

It is important to note that the coronavirus disease 2019 pandemic impacted the accuracy and completeness of public hospital expenditure and activity submitted to the NHCDC Public Sector Report 2019-20.
