The Cost-Shifting and Cross-Border Dispute Resolution Policy outlines the processes undertaken by the Independent Health and Aged Care Pricing Authority (IHACPA) to investigate and make recommendations to resolve cost-shifting and cross-border disputes following a request by a health minister, to ensure the timely, equitable and transparent management of these disputes. This Policy also outlines the process jurisdictions may wish to undertake to make a complaint or enquire about IHACPA’s legislative functions or the performance of these functions. The current version of this policy is Version 6.0. Previous versions of the policy are available in the table below.
Back-Casting Policy Version 8.0

The Back-Casting Policy outlines the process the Independent Health and Aged Care Pricing Authority follows when back-casting the national efficient price (NEP) or the national efficient cost (NEC) for the purpose of calculating Commonwealth growth funding, as set out in clause A41 of the Addendum. This Policy will be applied in conjunction with the National Pricing Model Consultation Policy which outlines the guiding principles and consultative processes associated with changes that materially impact the application of the national pricing model for the purpose of the NEP and NEC Determinations. It is important to note that the coronavirus disease 2019 pandemic has impacted the accuracy and completeness of this year’s public hospital expenditure and activity.
